UPDATE: According to a press release from Rock Island County Coroner Brian Gustafson, the driver of the car has been identified as Andrew D. Painter, 40, of Colona. He was taken to Genesis-Illini Campus, where he was pronounced dead. The passenger of the car has been identified as Raymundo George Mendoza, 41, of East Moline. He was pronounced dead at the scene.
